This is the main thing in stealth builds.
At Artful Dodger you want Duck And Cover/Parkour/Inner Pockets owned (not aced).
In the Enforcer Skill Set you want from the Tank Tree Resilience/Transporter owned.
You need Transporter.
For the rest of the points you can grab some Drill skills or Trip Mines skills for better guards detection.
As for loud i can't tell you my friend.
It depends on how you want to play (Sniper,Assaulter,Melee,etc.)

Stealth builds never go out of date, although those pictures are a little old because they moved High Value Target from Mastermind to the Ghost tree, but oh well, you can adapt it.
I'm not gonna list a build for loud because there's just too many of them.
Good things to grab, though?
- An aced deployable, such as Combat Doctor Aced
- Inspire Aced, for long distance, instant clutch revives
- Stockholm Syndrome Aced, be the baller who comes back from the dead when your team fails you and saves the whole damn heist. Such an underrated skill.
- Joker Basic. You need it for next point. Don't ace it, waste of points.
- Partners In Crime Aced. Your Jokers will only take 1% damage from attacks, and while alive, they'll add 10% movement speed and 30% max health. Synergises well with everything.
- Hostage Taker Aced, for general healing. Full health in 108 seconds. Better with Jokers. Seriously, it increases your Perk Deck choices, and reduces or eliminates the need for FAKs.
- Control Freak Basic, more cable ties can't hurt, even if you can find more in ammo boxes.
- Transporter Basic, for throwing bags 50% further. 99.9% of this game is bag moving.
- Duck and Cover Basic and Parkour Basic. Moving faster is the solution to all lifes problems.
- Nine Lives Aced, that one extra down is usually useful. Borderline required on One Down modes.
- Feign Death Aced, 45% of the time, it works every time. Although sometimes it just leasts to rapid down-up-down-up expenditure of your down count, lol.
- Jack of all Trades Aced, I can't live without this, bringing two deployables, and interacting with them faster? It's a win win. Might not always be viable.
Those are some things I pretty much can't ever live without. Spend the rest of the points on skills that compliment your choice of weapon and playstyle. Graze + High Value Target for snipers, Low Blow and SneakyB for high conceal rapid fire SMGs or low damage weapons, the entire Gunslinger tree for Akimbo Pistols/single Pistols, the entire Shotgunner tree for shotguns, etc etc. Throw some Bullseye basic in there for armour gating, maybe push for Shock and Awe basic for armour regeneration or Iron Man basic for the sweet sweet extra armour, if you want. Might be a bit stretched out for points though. Bleh.
