can you do overdrill on stealth?

You can stealth the first part of the mission but the moment you activate Overdrill the alarm is scripted to be raised.

Mayhem or above (due the copy paste lazyness)

Deathwish and above is required, I believe. I used to think it could be done on Mayhem too, but I don't think that's true.

Remember that it requires four players to trigger and you can't enter the vault area before triggering it, also.

No; it cannot be done on Mayhem. The reason for that is because when the Mayhem and One Down (prior to it being downgraded to Death Sentence and One Down being an optional gamemode) difficulties were introduced, it was the same difficulty index requirement. OVERKILL patched it so you must play on at least difficulty #5.
