I think it was planned but when the movie got bumped up they decided not to do it.

A huge shame, given the fact the movie is about Bank robberies it would've made sense, if it were a heist dlc then it's mean another bank heist (you can't have too many bank heists in a game about robbing banks) and if it were a character pack then OVK would have a pool of a talented cast and great characters to chose from. Minus Kevin Spacey, if he became a new playable character then that would be really awkward...

It would have been a perfect cross over. Would have potentially had some cool map(s) too.
