You have to own the "Hotline Miami 2: Wrong Number - Digital Special Edition" for Jacket.
The Jacket Character Pack and the Sociopath perk deck should come along with the Hotline Miami: Deluxe Edition.
The heist "Hotline Miami", soundtrack "Evil Eye", and a bunch of masks that no one is going to use should come along with the PAYDAY 2: Hotline Miami DLC, as well as everything else that DLC says it contains.
I don't think buying Hotline Miami 2: Wrong Number grants you the Jacket Character Pack in PAYDAY 2.
I unlocked Jacket by trading for it with a foreign friend, in exchange for some PAYDAY 2 DLC (before UE), whom does not reside in Australia, about half a year ago. I do not believe this is/was against the rules, but it worked.
You have to own the base game from PD2 and the "Digital Special Edition" from HM2. Everything else doesn't matter. When you are owning the normal version of HM2 you have to by the "Hotline Miami 2: Wrong Number - Digital Special Edition Upgrade"
