you're supposed to use it at the middle of firefight not at the start

Get out of cover -> Fight (takes damage) -> Take Flask (heal) - > Fight (takes damage) -> Go back to cover (wait 4 second to heal)

Don't spam it. Time it. Keep an eye on your health. Although it's kind of hard to figure out when to drink, a good rule of thumb is that when your "poisoned" health gets below half of your regular health, you should take a drink. More importantly, make sure that you have a large block of "poisoned" health before taking a drink. If you're on low health and can't seem to be making up the health through drinking because of chip damage or some other reason, then it's probably time to use a FAK. Another thing to note is that your cover is just as important as your drink. If you don't need to be out in the open, don't be out in the open. Take some time in cover and let your health recover. If you're surrounded by enemies and there is no cover around, however, the best thing to do is to either drop down an aced FAL and hope that it helps you when you're about to go down, or kill as many enemies as possible to refresh your drink.
Hope this helps.

BTW, what difficulty are you playing on? Due to how Stoic replenishes large amounts of damage that is dealt in a short amount of time, it works better on Mayhem and above than it does on Overkill and below. It's still usable on lower difficulties, but it's not as good.

If you want a perk deck that you use when you get out of cover then use Kingpin, which gives you semi-invincibility for 6 seconds when used.

Stoic has 2 ways of replenishing health

1) stoic flask
2) taking no damage for 4s

Avoid using the flask if you're relatively safe and close to cover. After coming out and shooting, just go back to cover and wait 4s to heal. This should be your primary way of healing.

The only time you should be using the flask is if you are taking heavy damage and there are no safe spots to wait the 4s. This is when the flask becomes useful and will safe you from going down.

With the stoic hip flask you don't use it after going out of cover, you use it when you go back into cover.

Stoic will replenish your health after 4 seconds of not taking damage, so unless the ticking damage will kill you before those 4 seconds are up just don't bother using the flask and wait for the 4 seconds to pass.
Also it replenishes your health based on how much damage you take so the lower the difficulty the worse it is since you just aren't taking enough damage, I wouldn't use it on anything below deathwish myself.

If you're looking for something to use the way you described use kingpin, it's the opposite of stoic in that you use the injector before you take a lot of damage (rather than after taking a lot of damage like with the hip flask) and it'll give you 6 seconds of being invincible and heal you equal to 3/4 of damage taken when over 50% health and for 4/4 damage taken when under 50%.
