Get out of cover -> Fight (takes damage) -> Take Flask (heal) - > Fight (takes damage) -> Go back to cover (wait 4 second to heal)

2) taking no damage for 4s
Avoid using the flask if you're relatively safe and close to cover. After coming out and shooting, just go back to cover and wait 4s to heal. This should be your primary way of healing.
The only time you should be using the flask is if you are taking heavy damage and there are no safe spots to wait the 4s. This is when the flask becomes useful and will safe you from going down.
Stoic will replenish your health after 4 seconds of not taking damage, so unless the ticking damage will kill you before those 4 seconds are up just don't bother using the flask and wait for the 4 seconds to pass.
Also it replenishes your health based on how much damage you take so the lower the difficulty the worse it is since you just aren't taking enough damage, I wouldn't use it on anything below deathwish myself.
If you're looking for something to use the way you described use kingpin, it's the opposite of stoic in that you use the injector before you take a lot of damage (rather than after taking a lot of damage like with the hip flask) and it'll give you 6 seconds of being invincible and heal you equal to 3/4 of damage taken when over 50% health and for 4/4 damage taken when under 50%.
