A good reason why this game isn't VAC-secured is simple: Mods, mods, and more mods. Now, when I say "mod", I don't explicitly mean "cheats"; there is a difference between the two. For one, a "cheat" simply means something that violates the game's rules, whereas a "mod" could mean anything from a simple client-sided heist rename, to a game-changing spawn rate increase or gun statistics change.
It is up to you what is or is not a cheat to you, as literally no one cares what mods you use unless you're deliberately cheating with godmode and infinite ammo, not to mention 100% achievements in under 10 hours played; the type of profile that'll get a lot of prejudice.
I'm not even sure WHY you would cheat, as it's essentially taking away all the fun and leaving you with having everything unlocked in absolutely no time whatsoever.
In short, PAYDAY 2 doesn't have an actual anti-cheat system and you shouldn't ruin the fun for other players.
