how do i spend offshore money?
i think i saw an achievement saying "spend 1 mil (dont remember how much) offshore money"

Offshore payday is the one you need for the achievement. You can find it by clicking on crime.net from the main menu and then you will see offshore_payday in the list on the left.

You can also spend it on so called "Casino".

no, the casino (if you mean in the safe house) only makes you spend, spending money
I was talking about "casino" in crime.net main menu. There you can spend millions from your offshore account to get weapon attachments, masks etc.

Thats called "offshore payday" and ive already mentioned that.
