HM2's special edition is $5 right now, which is not a bad price at all.
So if you want the content from that so bad, spend the $5, maybe you'll even like the game if you tried it. It's either that or spend more for a code than you would have for the game, or accept that you can't get the content without the game and that you don't need to have every single bit of content for this game.

It's just part of the agreement they had to get the rights to the character, I'd imagine. The Australian exception is only there because Hotline Miami ended up banned there.
This. HM2 is a good game either way.
Jokes aside it's an agreement between the companies. Ovk can't just make it free. Even if they could, they shouldn't since it'd be in bad taste and disrespectful to the owners of the games. Why do you want it if you don't like Hotline Miami anyways?

Hotline Miami is not Starbreeze's or Overkill's product, the Jacket character pack and the Hotline Miami masks are part of a promotional deal between them and the company that makes Hotline Miami.
They can't make it free without getting hit with a lawsuit, which they don't need. The stuff being free for Australian's is a special exception because HM2 was banned there and it's done with Devolver Digital's approval.
You're just not understanding the way promotional crossover deals work. The way it works is that Hotline Miami fans see that they get Payday 2 DLC if they buy the special edition of the game, they buy Payday 2. Payday fans see that they can get an exclusive DLC pack for buying Hotline Miami 2's special edition, so they buy that.
It's not greed, it's business.
And seriously, HM2's special edition is on sale for $5 right now. Are you really going to spend the next week and a half acting like spending $5 is a big deal? If you want the content that badly, pay the $5, because otherwise, you'll end up spending more later if you wait until the sale is over or find someone selling a code for way more than the games price tag.
With all due respect, you sound like those choosing beggars who want to pay in EXPOSURE instead of money. Exposure won't do Overkill much, companies need money to survive. Also, Jacket's perk deck is not even viable on higher difficulties. On Death Sentence you have to min/max and abuse game mechanics anyways.
I know that it sucks because you want to own everything, but we are talking about content that you wouldn't really want to use after a certain skill level.
I can't believe I'm saying this, but PAYDAY 2 is balanced enough so that DLC weapons don't give you an edge over others. Every type of DLC weapon has a just as good free counterpart.
It's a collaboration between developers, you're not the one who dictates how it goes.
