We've got the Murky uniforms, so I'd go with Russian mercs and cops uniforms.

I wore the no mercy scrubs to the new heist, and my friend remarked that I looked like the Joker. So there's an idea.

-Prison Uniforms
-GenSec Security Guard Uniforms (the white uniforms worn by various rent-a-cops)
-Gangbanger Getup (the outfits worn by gangsters on Panic Room, Rats Day 2 etc.)
-HAZMAT Gear (could be fun for Cook Off/Border Crystals)
-something festive (for the various Christmas heists)
