You reach level 100. You start a Crime Spree. It will be easy, as you have all skills, and CS starts at Normal. You reach level 100 in CS. You take you Infamy level. You cash in the CS, get rewards, getting you to level 50 in your next infamy, so you don't have to muck around at level 0.
This is the basic Crime Spree leveling method.
As for the boosting:
If you have a friend with a high CS level, he can host. You join his CS, and you get a lot of CS levels in one game, because your friend "pulls" you up to his level much faster than you are able to progress on your own. So essentially it's possible to get a full infamy level from just a few games.
