If you make legendaries more common they wouldn't be worth much.
Epics are pretty cheap already.
Guess some people just want to show off rarity and not skins they like.
But if it’s the last year a game is supported of the developers the should change the loot drops is my convenience.
- keep releasing community safes to keep the loot safes fresher
Or
- disable drops altogether so the last safes don't drop forever
Overkill insisted many times old safes will stay retired, so thats not an option
But if there is a chance of getting a red or even a legend skin I would like to get it in a loot drop. Get really pissed that I haven’t got a least 1 (one) of those during all my hours spent in the game. If it would be a different loot drop depending on the difficulty and the amount of human players clearing the heist I would be fine with that. It should differ is my opinion.
I opened over 800 safes and never got a legend. Drop rate is about 0.2% for those. I did get a dozen epics tho.

If there PD2 not getting official support and no more new community safe, perhaps many workshop skin creators will share their skins that can be used by using some mods.
