I kinda botched my first try because of this, I thought I can't move bookshelves if the vault isn't there.
The alarm proved me wrong.
Also another protip: if you're struggling on d3 stealth, kill 1-3 guards in safe places on the roof to reduce the number of wanderers.
If you are refering to the 2nd floor vault where a cam could point at the bookcase / vault, then that has been changed - the cam was moved to just above the entry from main stairwell (and it points towards the epicenter).
Edit: This was done in Patch 97 (March 31, 2016):
Fixed an issue where a camera could be pointing towards a mandatory mission objective on Day 3 of Framing Frame Job.
I try to keep myself informed of some of the stealth changes even though my stealthing isn't as good as before
