It downloads, and that's the percentage you see. Then it installs. That's where it hangs.
It's using your hard drive at this point, so all you can really do is: A) upgrade your hard drive. B) close anything else that's using your hard drive. It'll speed it up.

Step 1 - it downloads the updated files
Step 2 - it copies all affected files
Step 3 - it extracts the old and new files, updates the now unpacked files.
Step 4 - it repacks them, deletes the update and is done.
Overly simplified and not 100% accurate, but close enough.
Step 2 to 4 are the part that takes so long.
Reasons being the engine is old, really old, and the developers are aware.
to even download the 800 mb took forever as it was constantly sitting on 0, so what your saying is that its Payday, not Steam?

In fact some people even look down on the DLC heists: Goat Simulator for the ridiculous premise, Golden Grin Casino for poor optimization, Alesso for basically being a promo for the Swedish DJ himself etc.

Actually, as long as the host of the lobby owns the DLC you are free to join without owning it. Not to mention the new Christmas heist is free and it is really beautiful and good gameplay wise, hosting a lobby on it would take about 10 seconds to fill up. Also it gives a decent amount of cash if you get all loot which isn't hard.

10 mil in 10 minutes is like 2 million spending 8 million offshore
10 mil x 10 minutes x 10 heists = 20 milion spending 80 million offshore in just under 2 hours and that new heist is not the only one capable of pulling in that much at that speed (but it is a good one for it)
of course these are just rough estimates, amounts will vary based on difficulty, number of bags collected and other variables (money pick up skill, weapon mod bonus, etc)

I loved those two heists as well, loved the objectives for Hotline Miami and the level design for Beneath the Mountain (hands down my favorite heist). The DLC heists are fun yes but not all of them are well received by the community. But my point to OP was many people still play the base game heists because they're fun too in their own way (or just pay well).
