You can use the offshore money to buy contracts, go infamous and for "Offshore Payday" only.
Gameplay wise it is a way to control you don't get to much money and that the most expensiv stuff isn't ready after one heist.
Lorewise it is the money you don't reinvest into heisting, but that you put aside for your life. This is the money you and your family will be living off when you end your life as a heister (or die trying).
Wolf for exampel sends his money to his brother, wife and 2 daughters. To be fair he is the guy with the most lore
