It's good but I swear sometimes if you headshot rapidly the timer must reset or something. It's very handy for armour gating and keeping yourself topped up with iframes, but it doesn't work with Anarchist, since it counts as a third party armour regeneration effect.
It's good when combined with Sicario and Sociopath and so on, though. Better with suits and light ballistic vests, loses functionality as you go higher and higher in the armour tiers. Could be better to save points and just take Hitman if armour is your jam, also.
Sometimes I swear it doesn't work. Like if you headshot someone, the 1.5 second timer starts, if you headshot another person in that window I swear the 1.5 timer resets but you don't get any armour, potentially leading to you going 10+ seconds with many headshots (like from a shotgun) without gaining any of the armour you deserve. Don't know.
When I go that high up the tree, I normally end up taking Shock and Awe and a combination of lower skills instead, if I'm shooting for Iron Man Basic/Aced. Perk Decks are usually where I get armour regeneration from.
It does work with anarchist, I do it all the time

I just remember feeling that you don't need the additional armour regeneration on Anarchist because of the aforementioned armour you get back from simply damaging an enemy, and because armour regeneration third party effects are disabled, it's only natural to assume that Bullseye wouldn't work. I'm not able to play Payday right now or I'd go and test it using an LBV or something, and seeing if a headshot grants almost maximum armour back while using Anarchist.
I also don't use the Anarchist deck much anymore so I can't be 100% sure, but I am sure I've read in the past that Bullseye didn't work with it. It may have been a bug, or a nerf, that has been tweaked or fixed since then, though.
