The Diamond
Birth of Sky is also really good, cops spawn based on where the current pallet objective is. My favorite areas are behind the Diner and by the DinOil. They all line up by a wall.
Best to do this on death wish as it has higher spawn rates than lower difficulties. Use full speed swarm with police behaviour on aggressive setting so cops will come at you a lot faster.
Otherwise Biker Day 2 on Very Hard or Overkill, with an Arbiter grenade launcher and any other high ammo efficiency primary. Keep pelting the two "bunker" spawns where cops generally and constantly pop up in groups of 8 or so every couple of seconds. 1000 kills in about 15 minutes, with luck and knowledge of what you are doing.
Or the ever so faithful The Diamond bottleneck killway. That works, very nice meat grinder, but gets boring very fast.
Goat Simulator Day 2, right at the end when you have to defend the turntable bridge room, there's a small ledge where every cop in existance seems to spawn just behind some bushes that you can shoot through, literally can't miss any shots you take if you shoot into the bush it's that bad. Using a grenade launcher would let you farm so many kills enmasses it's insane.
This new event as well, Cursed Killroom, it's small enough that you can get a hell of a lot of kills in the five minutes you are allowed to exist there - and you don't HAVE to leave at 5 minutes, you can stay until you press the button. Really great map for grenade launchers. If I managed 200 kills during a 5 minute session thanks to an Arbiter and Flamethrower combo, you could manage so much more with a dedicated murder build and no team mates and/or bots stealing kills, I guess. Pfft.
Yeah Watchdogs Day 2 has a few areas you can literally watch cops pop into existence and headshot entire groups before they can even move, it's great but a little tedious unless you have two other friends gaming the two other spawns (behind containers on the other side of the map) and also the spawns can "flip" between assault waves making it less desireable. The same happens with Goat Simulator.
