It's supposed to be a reference to Heat, yes. Actually, a lot of PDTH is a reference to Heat, the most obvious one being Heat Street.

Pretty much all the original game's heists are references to classic heist or crime drama movies. It's one definite strength the first game has over the second. Not to imply either is worse, but they're very different in how they convey the world they're set in.
