What safes to buy ?

Most likely it will be a loss, but if to you really need to, buy an armor safe.

Best safe to buy strictly based on skin resale price would be Sydney. But it's a drill safe and isn't cheap, but the rarity of the skins makes them much more valuable than any recently released safes.

Next after that would be jimmy and Wolf.

I heard that scarface safe had good stuff and was free to open, but cost like 3$

I think he wants to just gamble and see if he can get a profit. He didn't specify if he wanted the skins.

Scarface has decently priced epics and rares but it costs close to $2 (it was removed from the drop a few months ago).

You are still better off buying a 10c jimmy or Wolf safe, buy a $2.49 drill from overkill (in game). Those rares and epics are worth much more than any free to open safes ever. And if you get a legendary, consider yourself rich xD
