It really depends on the values you give the bags. If you're carrying 15 bags around I'd definitely say yes, but if you're hauling 3 bags and moving slow, I wouldn't consider that cheating. People who say it's it's cheating as a blanketed statement are idiots.

Like, you do OVERDRILL solo, and you just carry 80 gold bags AT THE SAME TIME to the van, saves hours, nope totally not a cheat.

Now seriously, its like Silent Assasin, It is more like for the own player's oppinion, but still, it just gives you an extremely unfair advantage.

It'd be fine if the author didn't make it so you can just make every bag weigh nothing in the options menu.
But really you paid for the game so play it however you want. It doesn't work in lobbies unless the host has it anyway.

Of course Carry-Stacker is a cheat. It allows an individual to carry stupid quantities of loot basically doing the work of an entire team. It completely circumvents the coordination and logistical challenges when moving loot under fire.

I don't know man... is seeing enemy health bars a cheat? You could argue it is. Is removing cash/xp from the card droptable a cheat? You might get infamous stuff faster, but after playing long enough you have everything after a while, and the cash/xp rewards are ridiculously low anyway.
Is dominating/converting gangsters a cheat? The base game doesn't let you, but it makes a whole lot more sense than converting law enforcers, doesn't it?
Is flying around the map with godmode and dropping 1000 loot bags over the whole map a cheat? Well yeah, it's actually multiple cheats at once.

Carrying more bags gives certain advantages but it certainly doesn't win the game for you... but you could have figured that out yourself, without making a thread about it here.
IF your question was "does the game flag me as a cheater when I use it?" or "will I get banned in any way for using it?", the answer to both of those things is a no. If you were asking "could people feel like kicking me from their lobby for using it?" then the answer is "maybe, but people kick people for any arbitrary number of good or bad reasons", so take your pick.
Edit: That is, if that mod even works when only the client has it. On the other hand I guess people could leave your game if you're hosting with the mod turned on.
