Heat Streat was a heist which was originally in the first game (Payday: The Heist) where the gang needed to get something from him, but Matt double crossed them so the gang needed to chase him down. Canonically speaking, he then ends up in jail in the same cell as Hoxton, who then proceeded to beat the everliving s**t out of Matt (he even says so in Hoxton breakout day 1 while he's hiding in the van).
Heat Street in payday 2, however, isn't just a flashback heist like the other classic (bar Green Bridge). Locke (the Murkywater former employee who acts as the contractor for the Point Break heists) informed the gang that someone was out to destroy the Payday gang, but he managed to track down one of their underlings for us to capture and get information from. It just so happens that said underling was, again, Matt Roscoe, that we catch in in the same spot the gang chased him down in Payday: the heist and that the heist plays out exactly the same.
So after the gang gets a hold of him again, they brought him over to the safe house and left him in Jacket's 'good care' to see what he knows. Apparently he knows something not only about the guys who are coming to destroy the gang, but about Jiro's son too.
