You can buy the UE bundle which gives all the dlc for a discounted price so that you can be at an equal playing field if that is really important to you.
Redeeming the GOTY Edition will give you (or your friend) all the DLC you've listed above in the OP, but that is not every DLC that is included in the Ultimate Edition bundle.
But, if you redeem GOTY and then buy the UE bundle, it will be cheaper because the UE is a dynamic bundle that discounts itself based on how much content you already own.
So if you both want the same amount of content, the GOTY can become the UE for a small pricetag. Much smaller than buying the UE all by itself.
