Supposedly the reason was that it was originally a recycled PD1 line with the PD1 filter - when re-recording the lines for the use of the PD2 filters, this one apparently got skipped, forgotten or something along those lines.
Which begs the question why they don't just re-record that line specifically to re-add it into the game.

I miss the filter used in PD:TH. I think it sounded more immersive than what we have.

Well I'm guessing we got state of the art tech now, meaning it would probably sound like this.....
Allthough maybe they could make a Scrambler/Jammer special unit.
