Report a translation problem
1) Some DLC are worth buying at full price no matter how old they are.
2) Some are worth buying fullprice when they first come out, but after it's 2-3months old one should wait for a sale or get it in a giveaway.
3) Some are not worth their full price even at their release, and should only be acquired on sale or through a giveaway.
For me, Spec Ops is an example of #2.
But it's up to you if the speedpull and arbiter are worth full price right now or not.
Well said. Also, there's always giveaways when new dlc is released so if you keep an eye out, it's not too hard to snag 'em.

Though it might seem unworthy on its own, it allowed me to make my 2 most powerful builds, and one of the most fun, if not the most fun build!
Specifically:
1 JP36 with speed pull and body expertise (strong)
2 Critical Izhma with basic LB and SB (strong)
3 gl40 + arbiter (fun)
Spec Ops Pack is probably among the best DLCs in the whole game, but not a single one is worth buying at full price.
