Offshore money - designed to gamble for cards?

I've amassed a bunch of offshore money that I couldn't figure out what to do with until i saw the gambling on Crime.net

Is the card gamble what offshore money is intended for or does it have better uses I should save for?

To level up passed 100 for the first 5 infamies you need 200mil offshore, which it will eat it all up, passed that not really

Offshore gambling is useful if you wanna try your luck for weapon mods and masks/materials. It especially starts to shine once you've reached above infamy V where you don't need offshore money to level up infamy as you'd be keeping a lot of it and you won't be using it other than gambling and buying contracts.

You can buy more skillsets, up to 15.

Buying contracts.
Gambling in Offshore payday.
Going infamous (5 first levels).
Buying more skillsets.
