It's okay, but I found it not that good in crowd control due to its somewhat low rate of fire, low ammo in reserve, and not that great ammo pickup rate compared to the Street Sweeper. However, if you care more about "magazine" size, then I guess the Goliath 12G would be it.
It's actually better, since you don't have to finish the reload animation for the Street Sweeper, unlike the Goliath 12G. In other words, you can cancel it with a melee attack and still be able to fire at least a few rounds.
Also, the Goliath 12G has not such a good rate of fire compared to the Street Sweeper.
Tell that to a common unit that can shoot you down when you don't have any armor and little health.
I don't use dodge either because it's pretty useless now as it takes too much skill points and it's not reliable.
As for the reload part, it's usually not an issue for me as when I am able to spam dragonbreath rounds on enemies and while they're stunned, I am usually given the ability to reload without being attacked. By the time other units come in (or the fire doesn't kill them), I can repeat the process.
I tried the same thing with the Goliath with nearly all shotgun skills (the only one I didn't get at the time was the accuracy bonus) and I couldn't control crowds as easily and manage ammo. It was a pain to keep on tapping the fire key and not being able to fire sufficient rounds unlike the Street Sweeper for me.
The main weakness of firebreath rounds for any shotgun regardless is it can't stun Bulldozers (though they can be lit on fire). To compensate for that, I get Overkill aced to deal with them quickly by using a fully automatic rifle.
