And to top it all off the purple paint is mixed with eatch other and "Slopply" applied, Like a serial killer thinly disguising themselves as your friend by wearing his face.

Well.. Hoxton was very cheerfull a con artist and very british back then, Since the british like mockery humor it's very possible his mask didnt reflect anything about himself and was more so a jab at the hapless average joe who works normal hours with low pay being tired and hating their job but throwing on a smile anyway, Calling them out as a bunch of clowns in the process.
As for Chains which I tottally forgot to even theorize about... He was a mercenary, But before that the Navy SEALs, The black marks under the eyes are probably potraying the under the eye warpaint that was fairliy common when potraying the SEALs, He was also a total thug on his rise to that point which is probably why the mask itself is made more brute like around it showing a more hardend thug look.
But once again I'm not an artist nor actually know, these are just theories.
