Every DLC is. So yyou won't have to download anything when you buy them

I said like the free ones than you try to use them from free dlc's it says its already installed so yeah.

DLC can be free too, you know. The free updates with new heists, characters, etc are also DLC.

Free updates on payday 2 is a thing all updates on payday 2 are more paid dlc's for more content

All dlc is pre installed
There are a very select few which are free, they are automatically playable.
When new paid dlc is added to the game it automatically downloads so you can join friends who use dlc you dont own. To host paid dlc you must own it, to recieve mask rewards etc you must own it.

Also I think in the collaboration section you may get stuff for following another game as well, not sure as I have not bothered doing it myself.

Actually, there are giveaways of the "normal" DLCs as well. From Overkill, sometimes mods drop something, etc.

Of course you can.

There are some free DLCs out there, and you could literally get ALLL DLCS for free.
Keep in mind tho, most DLCs for this game are NOT FREE content, so if you see someone advertising aloneg the lines of "all payday 2 dlc 100% free" you can be sure it is either a scam or an attempt at phishing (both of which can and will get you banned).

Participate in raffles or watch Overkill streams for a chance to get some free codes to latest DLCs. I have all DLCs and didn't pay anything for like 5 months now. Gotta know where to get the codes, that's all.
