That was free if you owned Wolf Pack on PDTH.
The reason those heists cost money is because Overkill wanted to give a callback to the Wolf Pack from the first game, so they decided to make a Wolf Pack 2.0 which is free for the PDTH DLC owners and includes tons more than the original version.
Also when the PDTH wolf pack goes on sale it's less than the PD2 version for some reason so Overkill just basically gave you money
And if you did buy them in the first game, they were free in the second.
There are still guards in inaccessable areas in the map - meaing no, you can't control anyone with noise. And GO Bank (before Overkill needlessly removed it) also had a "noise means alarm" mechanic and Counterfeit also has it in both games.
Now take a guess how well "use noise to control civilians" will work in the remake.
As if those weapons aren't already a viable choice in OTHER close quarter maps (and even in some that aren't like Watchdogs Day 2 and Flamethrower to spawncamp).
Not to mention the first game also had an LMG (which, admitedly, worked more like a slow-firing assault rifle with a huge magazine), a shotgun and a grenade launcher.
Oh, an Panic Room is also an incredible tight CQB map.

Jules was a bit vague with the answer but he didn't mention having any issues with Valve.
But from what ive read from the other 20 or so posts is that valve wont ggive them permission, it might be due to valve being busy, or dealing with bbran new games etc, but they cant get permission from them at this stage
For OP: it will definitely come. Some code lines for blood samples and the level name were found already, maybe it will be coming with the next greater update. And most definitely free since it was a free heist in PDTH, all other Classic heists were except Undercover and Counterfeit who stand in their Wolf Pack DLC tradition
Also valve doesnt give 2 damns about l4d anymore, they rarely do anything about it, but just like sony they cling to their copyrights even once they burn the body after beating its dead body
