Hotline Miami DLC Unlocking Issues

So i have bought the Hotiline miami DLC and i already own Hotline Miami/Hotline Miami 2 aswel.

Now when i go through my masks i see some of the Hotline Miami masks to be locked even though i already own Hotline Miami.

So what's the deal?

Some of the masks are locked behind achievements. That said, you ought to accomplish them to unlock said masks.

Yeah but it doesn't say "Complete X to Unlock". It says "Buy the Hotline Miami to Unlock".

Do you own Hotline Miami 2 or Hotline Miami 2 Digital Special Edition?

The only masks that the Special Edition gives you are Richard Returns and Richard Returns Begins. Are these the masks you're missing?

There are 4 Hotline Miami "packs" you have to own:
1. Hotline Miami (PAYDAY 2 DLC) - unlocks the heist, some weapons and masks tied to achievements (Graham, Rasmus, Dennis and Aubrey)
2. Hotline Miami (the game by DENNATON) - it unlocks the 50 blessings suitcase and 4 masks
3. Hotline Miami 2 (the game by DENNATON) - unlocks 6 masks
4. Hotline Miami 2 Digital Special Edition (the special edition of the game by DENNATON) - unlocks 2 masks, and the Jacket Character Pack (Carpenter's Delight melee weapon, Jacket's Piece SMG, Sociopath Perk Deck)

So which one do you own and what are you having problem with?

Give us NAMES of the masks, because your post gives very little information. These 4 DLCs unlock a total of 16 masks, so give us names. Also it would help if you'd set your profile to public. Mainly because we could check if you really own them, plus there are mods in PAYDAY 2 which autokick private/friends only profiles.
