It depends on who you're asking.
In the end, you can use whatever mods you want as long as it isn't negatively affecting other players, it's not giving you access to paid content you haven't purchased, and it's not spawning money / providing god mode / other unreasonable benefits.
Aside from those, if you're worried that any particular mod might be frowned upon by other players, just don't use it in public lobbies. Keep it to solo or friend lobbies.

Imo, SA is an example of a mod that is best kept to private lobbies... solo or with your friends.

OP: in a private lobby, with friends and used on heists that you have already beaten legitimately: no, not a cheat. I have used it a few times to experience shadow raid in a new way.

Public lobby, or as a way to beat heists that you can't achieve without the mod: cheat.

Why hasn't OVERKILL make public statement in the news (but only forum) saying it is a cheat? These days, 60% of the stealth lobby I joined are running SA.

tbh they need to make a topic that list all the mods they consider Cheats.

I consider it cheating, it removes one of the most challenging aspects of stealth. I'll leave a pub that uses it on that basis.

When I read about it I was like yeah there is no way that they are going to let this one float. Wolf HUD is all I need as far as mods go. And what I like about it, is that it is stable.

For me, it more of a "realism" stealth aproach. pagers wont trigger on a dead gaurd when he hasnt seen anything, so maybe he's "asleep".

you do know there are actual personal devices in use today have gyros in them so when you fall over it triggers an alarm?

I think it is fairly safe to assume that they would rather trust us to use common sense. I mean, it is quite obvious that's not fair play. But, at the same time, one should be able to do whatever he wants in his lobby as long as it dosen't affect anyone in the process. Myself I've been running some funky mods lately with bots. Pretty entertaining but then I am a respectful person and do not drag people into it unless they really want to. I guess they could make a list. But, correct me if I am wrong, I remember them saying they are not going to police it for us.

I think they use accelerometers, or some sort of g-force measurement device.
