Med bags are for when u have been downed 3 times and are about to go into coustody
Also, another alternative is just taking cover whenever your armor goes down.
That'll show you the various things you can put down in a heist, which include doctor bags and first-aid kits.
Then, in-game, aim at the ground and hold down "G."

You can heal in a variety of ways.
-First aid kits heal all your health, but not bleedouts.
-Doc bags replenish your bleedouts and your health. Use them when you are low on bleedouts (3 total knockdowns, 4 with Nine Lives, subtract 2 when playing One Down).
-Grinder, Gambler, Ex-Pres and Kingpin all feature a healing factor, level one of those perk decks up to get some healing.
-Hostage Taker aced heals you if you have civilians tied down, or enemies dominated (not converted).
-Some Gage Boosts on Crime Sprees, and some Henchman AI perks will heal you over time, if you play those modes or with AI.
