So...why is Johnny Gat not here yet?

I'm honestly wondering why Johnny Gat has still not been put in the game. I mean *activates sarcasm mode* IT'S NOT LIKE JOHNNY WOULD FIT INTO THIS GAME OR ANYTHING!!! IT'S NOT LIKE KILLING ARMIES OF COPS IS BASICALLY ONE OF HIS FAVORITE THINGS TO DO FOR FUN AND GETTING PAID FOR IT IS A BONUS!!! *deactivates sarcasm mode* But honestly, I feel like he would be more fitting in this game than the likes of John Wick or Scarface. Not only that, but it gives the opertunity to make a perk deck for close range that isn't the frickin' Infiltrator deck. Or make a perk deck that is 1D viable by design. Because Johnny Gat. But that brings up the question of "what the hell would his perk deck be and what the hell would be his mask??" I can only assume that the Saints Row community would practically crucify OVK if they make his glasses the mask, but I think it would be too goofy if he had the Gat Bobblehead as his mask. I don't know if OVK would put in a "no mask in the place of the mask" mask.
