chainsaw in jacket's room (level 3)?

went to safehouse with my friend, and there was a chainsaw on jacket's weapon/mask table. he picked it up, and it looked like actual "equipment", had an icon above his health. anyways, we went around searching for something to use it on but didn't find anything. (none of my other rooms are level 3 although i think that's what it's used for). if anyone else has encountered this or know what it's for, holla. he also found a turtle and picked it up but it wasn't on my screen (other friend told me it was linked to a heat street achievement that i didn't have)

Chainsaw is a reference to hotline miami 2, and the turtle is from a throphy from heat street, if one person gets it, everyone in the lobby also does
