What means "85% discount"?

Just for my understanding because I'm not so good with the language:

"all PAYDAY 2 DLC will be 85% off until the 8th of June"

"All DLC will be available for purchase until the 8th of June at a 85% discount."

I think this and similar messages are meaning that every DLC is 85% cheaper. Or am I wrong and this mean that every DLC is cheaper up to a maximum of 85% ?

2 DLCs with 51%
8 DLCs with 83%
29 DLCs with 85%
