Nope. That only had Lycanwolf and The One Below mask pack aka HB 1 (or was it 2, not sure)
HB 4 was only aviable as bundle with the base game for 7-8$ so it is probably more expensive than 5 which was aviably for a lower price.

the only mask pack that has not been included in it is HB #4, so theoretically #4 worth more than #5.

Since the bundle ended you won't get an exact price. The keys are limited, so it's based on a demand-supply basis. If the demand is high, you can set a high price. If the demand is low, you can wait until there will be less keys in circulation or sell for a lower price. Theoretically COP worth only 20$, but since it's a limited DLC which isn't purchasable anymore the price for it can be anything what a person can pay.
