Just...don’t watch the first video that says best. As for the main question:

It has tons of builds, even anarchist
The first video that show up for me when clicking the link is a b33croft video.
I watched some videos from that guy but not any of the in-depth build ones. I thought the rankings were more fun at the time.

How to trigger a meta player
- Light ballistic vest or suit for fast armour regen. The other stuff gives you more protection but will get you killed due to lack of armour sustainability.
The light vest is the more tanky route whereas the suit is a more risky dodge style route. Personally i would rather not put my hands in RNG so i will usually go with the light vest, it's always been the better option for me and many who i played with.
- Incendiary weapons to help with armour regen, even when behind cover! While an enemy is on fire it activates your perk decks effects. For your other weapon you should look for something that is automatic and accurate enough to hit headshots.
- Bullseye ace for even faster armour regen. This is why i mentioned headshots in the previous paragraph. This is a good skill to have so that you're not just relying on the perk decks effects alone.
- Converts (especially partners in crime ace) give you more health and thus more armour with anarchist, since health is converted to armour. Always a good option to have.
On a final note, be very cautious of snipers. Your health is halved and a sniper can ignore armour! They could be your end so always make them a priority, or just dodge those lasers like tom cruise in mission impossible :P
A death wish enemy deals (at most) about 60 damage, and i believe that's within close range.
Furthermore on death sentence taking the lbv + iron man boosts your armour above 225 whereas a suit does not take advantage of this skill. For a suit you will need to have a convert alive (at all times) to get more than 225 armour, whereas iron man is constant.
