Stuck at 24Hz on 1080p even after modifying renderer_settings
My monitor clearly shows me, that it's still running on 24Hz, even though I modified renderer_settings to 60Hz, 1920 1080. It's not an FPS problem, if I change the resolution, where it's technically still 1080p, just with a black border around it, I get a stable 70fps. Tried Laa to run the game with more than 2GBs of RAM, no change at all.

Hi. May I see the setting inside your renderer_settings file? Perhaps it has been set as Read-Only file so your effort to modify it may not work.

PS:
I recently bought a new gpu that was capable of running 1080p so i hook it up with a LCD Samsung F-HD tv
I noticed that all the games runs with 60hz
But payday 2 was 24hz
Idk if the problem was from the pc,tv or the game ?
To order to fix it i was running it in windowed Mode because my Desktop was 60hz

I usually edit these kind of files in Notepad++

(I tried setting everything to the lowest settings, this is how I left it. Also, it doesn't show every graphic setting, like: effects quality, body count, etc..)

Noticed, that my laptop detects my GPU as 2 individual graphics card. So I tried changing the adapter to my 'secondary' GPU (I'll mark where with ***) (Radeon R7 M260DX Topaz Edition), but it changed back to the 'primary' graphics card, as soon as I launched the game. It didn't affect the perfomance, since I only have 1 GPU, but I thought, that it might set the refresh rate back to 60Hz.

You also said, that the file might be read only.. How can I check it and if it is, how do I change it?

Tried running it in windowed mode, but now no matter what resolution I run it in, it's 24Hz.

For your first assumption. That may be possible so to make sure. You should set which GPU device will be used while you are playing this game by using this guide: https://steamcommunity.com/app/218620/discussions/14/412446292758934434/#c412446292758943897

For this question. Normally, right click on "renderer_settings" file and choose Properties. You will see Attributes: Read-only check box should be unchecked like in this gif picture https://i.imgur.com/12nQ4UI.gif

Okay checked if the file is read only and it's not.
And for the part, where I should set, which GPU should PAYDAY use, when I right click on the desktop, I don't have such option as "Configure switchable graphics cards". Idk if it's possible, but it looks like, my GPU got partitioned, like a HDD. The AMD Radeon(TM) R7 Graphics part is used for low-end, the AMD Radeon R7 M260DX Topaz Edition for high-end computing and it cannnot be changed. In Settings, I found an option, where I can choose apps to edit their graphical properties. Just open Settings > System > Graphic Options. Finally, add your app and edit it. It gave me the ability to run the game on a stable 50FPS in 1600x900, while everything was set to max. Sadly, this did not solve the 24Hz problem, altough it's strange, that it always runs on 24FPS.

I think may be... your mornitor has been set at 24Hz, so can you check out your mornitor setting right now? Here is how to do it.
  1. Click on Windows icon on the bottom left. At the search bar. Type: Control Panel
  2. After you have opened Control Panel page. at the search bar. Type: Display.
  3. When you have opened Display page. Go to Adjust resolution
  4. Click on the "Advanced settings" link
  5. Go to Mornitor tap. Here, you will see Screen refresh rate: Set it to 60 or higher if your mornitor can go higher than that. After that. Click Apply

My monitor is clearly running on 60Hz, I can't even go below that, no matter where I try. Btw I checked what was my monitor's refresh rate, when the game was running in windowed mode, it was 24Hz and it said, that that's the maximum that this monitor can deliver. As soon as I closed the game, it went back to 60Hz.

I spent a few hours reading on this, it's cause still remains hidden, but it's very likely, that it's because the game's bad optimization. Like I have 120FPS, but more like 10? Or having a brutal gaming pc and can't go above OR below 60FPS?

Idk, it might be my PC's problem. Is it possible, that it can't handle 60Hz 1080p?? I don't think so, I run games like BF3 and 4 on HIGH settings, 1080p with a stable 60FPS (sometimes drops to 50, if the situation is hot).

Try to install older version then. (1-3 months old). Also turn off v-sync and GPU flush in options.

Sorry, for the late answer, I was away a bit.
These options are always off for me, I can't see any difference at all, so I disable them, in order to get higher FPS.
Got the older version, Update #170, it came out in January of 2018. Didn't fix anything, still 24Hz.
I think I need to live without the ability to play PD2 in 1080p. I'm saving up some money so I can get a new PC, I tell you all about it, when I get it. For the time being, that's it. I'm not the only one, who experiences these kind of problems, even tho, they did everything they said.
Before you would say, reinstall Windows or my laptop, that was the second thing I did.
