I know in Payday 1 they'd often shout "WE NEED MORE GAS GRENADES" right before one went off.
In Payday 2 there's a weird metallic "Clank" right before it goes off, and after looking away from a flash, I saw it on the ground for a split second before it vanished. (I saw no smoke so it might have been it.)
As far as I know, the model for a flash nade looks the exact same as a smoke grenade, and is very hard to notice as it appears extremely briefly before blinding/releasing smoke. (The smoke nade stays for a bit longer as it releases smoke.)
I THINK the police announce flashbangs, though. I swear I heard a law enforcer shout out "FLASHBANG!' a split second before I was blinded. Either way it's extremely heard to hear, hard to see the flash on the ground, does not seem to be announced often, and gives you just about no time to turn away.
Or maybe it was smoke? I don't remember. I'm honestly not sure. I think they announce smokes in payday 2, but am not sure about flashbangs. Either way both make a clank and appear on the ground.

You can hear a crunch/clutter right before it goes off, and in a few instances, can actually see it appear on the ground.
But be careful when talking about flashbangs, or Bo will come in, call us babies, and tell us that flashbangs are fine for X or Y reasons (even though those reasons are blatantly wrong).
