If you're talking about players though, it's because it would be boring and make the game too easy. If I could avoid pushing through all of the enemies by just climbing through the vent, where's the challenge? I wouldn't mind a stealth heist that requires you to climb through the vents, though. That might be an interesting way to sneak into a room (camera room maybe?). But for loud, it's a bad idea.
And Undercover is also the only heist, where the vents are at the wall (not counting the bag-chutes in Framing Frame 3 and First World Bank), so they would be impossible to reach anyway. And pointless to use in most cases - the three vents in Bank Heist, for example, would at best connect with each other and then you had a way to slowly huddle from the back stairs to the copying room. While probably still having to deal with Cloaker spawning in your face.
And some heists like GO Bank don't even have them connect to anything.
There's also the issue that we currently don't have a prone/ crawling machanic.
when aced, you can shoot while in the vents, meaning you could fight back against vent cloakers when the heist goes loud.
Because what advantage would it give you?
From my point of view this could be an amazing feature for stealth only heists.
