its really just a question of type of loadout does eveyone have?
i dont think most of the weapons from Halo could pen the battle plate, some yes but not all.
Doom Guys sword vs the Power Sword would be cool
Samus has normal rockets and heavy rockets, if im not mistaken, then engery based weapons.
Master Chief might be able to physically contend with Titus, might being the operative word. Energy Sword would also probably do some damage.
Doom Guy has a few weapons that should hold up. Plasma rifle, BFG, sword, that ballista rail gun I can't remember the name of right now.
Samus has so much funky tech and agility, like the ability to literally bend herself into a tiny ball and move around/jump, that I thought she should be thrown in. I don't know enough about all of her different iterations and weapons to say one way or the other.
Everyone else on the list is kind of more of a human overcoming great odds, well Duke Nuke Em' is a meme, but you get what I mean.
Master Chief: possible but unlikely. Some of the heavier weapons could punch through Titus but the Space Marine Physiology is a lot more robust to overpower the Chief.
Gordon Freeman, Duke Nukem, Markus Fenix, Leon Kennedy, Issac Clark: no chance, they may have decent weapons but are ultimately human and would be torn to pieces in a straight fight.
Rachet and Clank: yes actually. Nanotech actually does give him a lot more durability than expected and his diverse gallery of weapons should have little issue tearing through Titus' armor. Without nanotech protection though it heavily favors Titus.
Samus: very in favor of Samus. Her suit is highly advanced and the plasma beam is basically an arm mounted melta gun. She has the agility and flexibility to avoid most of Titus' attacks and her combat skills could rival Titus.
Doom Guy: very in favor of Doom Guy, the dude can quite literally kick the doors to hell open and tear through armies of demons like they were tissue paper and do so alone. Titus just could not compete
Ratchet and Clank might secretly be the strongest there since adamantium metal is considered low tier in that universe and they got a bunch of crazy weapons and tech powers that borderlines loony toon levels sometimes. Only downside is that universe has a extremely low population count.
Samus highly depends on her gear and the setup of the potential "arena" as she can be practically invicible to environmental damage, but she have way less damage power than a space marine. To me it's a draw on average, the only way she can win is by trapping Titus (or any space marine) in environmental damaging area. On any "typical" Space Marine battleground she would be wiped.
Doom Guy woulf eat up Titus for his breakfast and the whole squad included. The only 3 W40k "named" that could match him are Kaldor Draigo pre nerf (being a brokenly written character and problematic for the lore, well even nerfed he can be a match as he is basically the W40k incarnation of Doom Guy), Cypher (inherently over powered), and Sly Marbo (Joke level meme character as strong as meme Chuck Norris, whom everybody know the Doom Guy have a poster)
If you bring cartoon level power, Ratchet and Clank could wipe Titus, keeping realistic settings, they're screwed.
The others contender are basically facing events that are walk in the park even for firstborn.
I would argue he stands no chance against Doom Guy. Doom guy runs on higher FPS.
