Indicates his service in the Death Watch.
This are chains of repentance, normally worn by Imperial Fists. In the first game he was taken away by Black Templars. Black Templars use this chains a lot. They are a successor chapter of the Imperial FIsts. And of course it shows he was in the Death Watch.

Why does Captain Titus have chains?

The chains are a ceremonial piece, Sigismund of the Black Templars was influenced by Kharn of the World Eathers when they fought and Kharn got it from Angron's time in Nuseria's gladiatorial pits. Titus has them because he spent time with the Black Templars after the first game

Chains are popular among certain Chapters such as the Death Watch and the Black Templars. Black Templars actually ceremonially chain their weapons to their limbs before battle.

IIRC, the chains are symbolic of never allowing your weapon to leave your hand until death. Nuseria's gladiatorial pits had their gladiator slaves weapons chained into their hands, so that if they ran away they couldn't survive. The symbolism of the chains with an inquisitorial I symbol is a reminder that only in death does duty end. (A very common saying in the Imperium.)

But then, I am no scholar.:raven:
