I think they're asking how to change mode. and I would like to second that question.
It's a bit underwhelming in campaign, but in operations once you unlock better versions of it it's alot better. variations that are both faster and stronger.
The first modes better for single targets, the second (with more electrical sparks) is for hordes. Some of the combo's for both are really strong, I'd recommend just swinging it about in a quite patch to work them out, I kept accidentally switching modes at first.
Depending on the situation a bit, but I either swing away in mode 2, blocking/dodging and major attacks, then switch to mode 1 to take out any bigger threats. Or I'll back off throwing a grenade or plasma pistol rounds (it has some aoe damage) to clear some of the little ones before re-engaging.
You also have the banner you can drop down to help tank the swarm a bit and it can also cause some aoe damage from a perk after afew levels
