In Ops and PvP? Kinda, you can customise your armour, but not the face and voice
The short answer is; No. Each of the multiplayer class marines are named characters, on both sides.
But you can customize those characters quite a bit on the Loyal side, and a fair bit on the traitor side. Sadly Chaos marines are locked to being from specific warbands, and so you will currently always have the body style of a nurgle marine, even if you go with a Khorne style if you want to play a chaos Bulwark in PvP.
Yes, I am unsure if they call each other by name as Focus hasn't really said anything on the matter, but each of the classes are a specific named Ultra Marine, that we get to "cosplay" into whatever.
At least till they get wise and hopefully sell us some voice packs or something, so we can move away from that sort of system, as I agree - it doesn't feel as much "my marine" with this direction they've chosen.
