Launchpad was unable to connect. Please Help

When I tried to start the game I Receive this problem:
Launchpad was unable to connect.Please check the network connection or try again later.If the problem persist please visit http://www/soe/help for assistance. (4-404)

I tried disabling my antivirus and firewall but with no avail. I hv not tried to reinstall it but people who have the same problem but with different numbers (e.g mine is (4-404) and theirs is (1-0) )
said it does not work. So please help so i can bring glory to the battlefield once more!!!

I already posted the problem there so thanks and I am still waiting for response. Most of the threads related to this problem does not have a solution to it so anyone from steam is always welcome to help a fellow soldier :)

try delete the launchpad option file(be in the same folder) and run it again.

where is the launchpad folder located under because I've tried what the Sony Online Entertainment forums and none of there suggestion help me at all.
