you can not run it on a laptop.
even low to mid range pcs have problems performing well without a lot of tweaks.
and to be honest your laptop wont run anything in a decent manner. it's a VERY low end device that is designed for office work and some casual games like hearthstone.

Flaim its true but i can still play lots of games with no trouble i heard the reason for the lag is planetside 2 hud apparently its one of the main reasons people struggle with lag on this game

i can play planetside 2 at about 15 fps im just asking if i can get anymore than that atleast 20 fps

you could try unparking your cores and lowering the rendering resolution so lower the strain on the cpu part, but other than that i don't think you'll be able to get any more than that. unfortunately :/

you can "run" the game because it boots up. System requirements means "Techonology we (game company) are willing to support with software". Some games typically set the miniumum above integraded cards. That way people who meet minimum requirements can play the game enough to get an experience. It is the same reason they don't put "Titan black" on their suggested setup. While the Titan Black is probably what they would suggest, its really not nessissary to enjoy the game (though you really would).

As for your laptop, I run the game on my Surface Pro when I am really bored. So yes, your laptop can run it.

You advised that you have lag. Well, that should make sense seeing as your integraded card is not even listed in the list of supported graphics cards. Not to mention you are also running custom drivers from the factory which will probably never see another driver update while graphics cards get updates pretty regularly.

That level of lag you are experiencing, that is how you will play the game.

"Its not about having what you want, its about wanting what you have". I hope you enjoy your experience.
