This a bug and is addressed by the Devs on the official forum.
They plan to bring a out a hotfix around the 15th this month.
Oshur is the sole continent where you can fish in peace, without the fear of being targeted by your enemies.
On Hossin you also can fish in the warpgate hex, so you're safe there too.
Middle base makes off hours Middle fights unbearably bad for anything but Infiltrator or HESH.
Lattice lines are restrictive so Armor battles don't organically happen without huge pop.
Boats don't provide anything past being a solid water based combat chassis. They need to be logicistically useful to be worth using when Valk/Bus also exist and do Fast/Logistics better.
Underwater, while personally enjoyable to me, does slow the game down and requires you to use the swim device to be happy.
Most of the bases generally aren't great. Interlinks and Tridents are fun, though Tridents really need neutral teleporters to makes spawn suppression/airpad holding harder.
Construction actually doesn't work well on it, and isn't a great system to begin, but you can sit at render with tanks and delete bases across the cliffs.
Air combat was surprisingly fun on Oshur with the canyons, Tridents, water, cliffs but populated it was rough because lock rockets and AA could always see you if they took good spots.
Unironically if they'd just moved Centri Mining to the middle and made it a more accessible layout Oshur would probably have been a fairly popular continent- at least for off hours, like Nasons.
Nobody ever wants to play on Hossin.
