I reccommend the Nintendo DS.

I had a ASUS ROG laptop, spent around $1500 for it. It was quite beefy, 16 gigs of ram, i7, and had a GTX 780M. Bought it in 2013, considered top of the line at the time.

It played the game, but struggled... I don't see you really playing this game well on a budget laptop.
If you're not going to run your game in Ultra high settings then it can be done but you'll be playing with the power saving features off and the laptop plugged in. Anything with an i5 and above (I have an i3 in my gaming computer but I can tell I'd be better off with a faster processor) anything with 8 Gigs of RAM and above (16 preferably) and the best GPU you can find probably Nvidia chipsets are best. Shop around and see if anybody has a sale going on. Thing is you'll find a much less expensive gaming system if you go desktop not laptop and laptops do dumb down their performance for power consumption but if you turn that stuff off it might just run at the top specs. Hopefully it'll have good cooling though cause the laptop will in that case likely get pretty hot, especially the processor.

You'd be better off getting a desktop but if you need the mobility I hope this helps.

Just remember it's not going to be just abou the specs of the laptop but whether you can run said laptop with the laptopness shut off and have it consume more power and run the processes at their optimum speeds for best performance but then it's up to the cooling. You might want to blow a fan on the poor little thing while you game in an air-conditioned room.

On a Sager NP8651 right now. I can run Planetside 2 on max settings and with max render distance.
Cost me about $1350 for:
CPU: i7 4720HQ
GPU: GTX 970M
RAM: 8 GB
Screen: 17" IPS 1080p
Hard drive: 120 GB SSD
Keyboard: Glowy @_@

Stay away from the 3000 (and probably the 5000) series laptops -- the quality of Sager's lower-end laptops isn't that great. The 7000 series and up is a great investment, though. Even running torture tests, I rarely see my laptop get over 70C, and it hasn't had any hardware problems to speak of.
One thing though -- If you buy directly from Sager, they have terrible customer service. Use Xotic instead:

Wont help when your not at home. But you could build a budget PC and simply use a crappy netbook. http://store.steampowered.com/streaming/

I can confirm that the Dell Inspiron Series can run this game fine (don't expect 60fps all the time but you'll never go below 35fps)

I personally have a Dell Inspiron 5520 series, and the game runs 30+ on low levels, not the best, but the betterinspiron laptops will do better
