In opposition to Glowth's comment, I'm just going to say that for Planetside 2 and gaming in general at 1080p and 60 fps, a high end I5 is quite sufficient. Go ahead and get an I7 if you want to future proof, but for gaming, an I7 is unnecessary.

Question. What counts at a graphic card, the processor speed, the memory speed or something else..??
It varies in other games, but mostly a higher GPU clock gives you higher peak FPS, while a higher memory speed reduces FPS dips.
The best way to compare performance in my opinion is to look up "Benchmarks" (Predefined tests for hardware) of the graphics card/cards you want to compare. In a perfect world you want to have a test where the rest of the computer is the same to make sure that other parts aren't affecting it.

http://gpuboss.com (Good easy to read site. Some of the benchmarks are broken and show false information such as a GTX 750ti being more powerful than an RX 460 or a GTX 950 in some cases when it isn't even a contest for either of them...)
So if i choose a card that have them both high, it will be a good choose, that is what i understand.
Lets say something like XFX Radeon RX 460 4GB OC (RX-460P4SFG5) at 131,17 euro perhaps...??
As I said before there is a lot more to it than clock speeds. As you can see in this video of five different games the GTX 950 is still a stronger performer than the RX 460. Another thing to consider as GoblinRum has mentioned Planetside 2 favors Nvidia hardware over AMD. The RX 460 is still a strong card for the money but will be beaten by the GTX 950 and matched by the GTX 750 ti for your purpose.
At numbers, as i see it, RX 460 is a little better than the GTX 750 ti, but yea ok, you can say RX 460 matched by the GTX 750 ti. But guys, you must admit that at this video, if you remove the FPS counters and the which is which, the simple eye can't see the difference even if they are side by side or, if you prefer, it's very very difficult to do that...!!! And for this i think all these discussions for better cpu or gpu sometimes are pointless. You must be a real professional to recognize the differences and most of us are not. Its the same thing with the pictures and which camera is the best at pixels. A normal eye can't see the difference between e.g. 5-6 mp and 13-14 mp. But all we run to buy the bigger one.... And the market wins.. your pocket loose.

I will however continue to recommend the i3 6300/GTX 950 as well worth the ~50€ more, because even a 10fps difference is HUGE if a large battle with a lot going on drops you below 30...
My dear friend, the problem is that at this exact time i can't even afford the 450 euro and spend them will be a luxury but be sure that if i could spare 500 i will buy your recommendation, i don't have a problem with that... :)
Also always get an I5 especially ps2 is so heavy cpu bound

I don't want to tire all of you anymore. Thanks a lot for your recommendations, i think i got a clue for what at least i must build to play descend PS2.
