I'll try turning speed step off and report back. CPU multipliers are set to 40 (with the exception of core 1 being set to 42).
Edit: Didn't really get any improvement outta that.
My cores are unparked as I mentioned in the 1st post. My power management is set to performance.
I disabled my onboard graphics. Pretty damn sure the Nvidia card is the only choice my computer has.
I've thought I wiped my old drivers - question is, I don't really know for SURE that all the old drivers are gone. Any good way of checking? Basically what I upgraded was a new processor, new mobu, went to 16 gigs of RAM, and then the new nvidia card.

I run with that CPU on Max using R9 390X 8gb 32gb of g.skill something something.
Also check your power settings make sure your not on power saver sometimes things glitch out on 3D and run like crap.
Can also run PS2 on Max using a FX8350 R9 280x.
You shouldn't be maxing anything while playing planetside 2 with your components. As an example I'm using a FX 8300 @ 4.4ghz and a GTX 960 2gb. My cpu maxes out at 75% utilization and my gpu maxes out at 100% with D3D.
Check to see that the ram and video card are fully seated in thier slots.
Is the thermal coumpond applied properly and is the heatsink making even contact with the cpu?
I just plugged your listed components into the system builder at pcpartspicker and it says they require 352 watts. Which is nothing but is your power supply old or does it smell like burning plastic while it use.
Did you reformatt your harddrive and do a clean install of your OS after you replaced your motherboard?
Does your computer case have adequate ventilation?
These are the things I would check. If everything checks out and your system plays other games well I don't know what the problem could be. Best of luck, sucks to spend the $ and not have the performance.
I know you said integrated graphics is off but just to clarify the monitor in question is plugged into the 1070 directly not the motherboard correct? Don't take it the wrong way but as an Intel Lanfest employee I see that A LOT at events even among "Pro" gamers...
Temps are also important to check to avoid throttling as rookie stated but you'd notice that in other applications too so I'm assuming thats not the case.
DUMB IDEA: While in PS2 check the "Alt+F" ticker at the bottom and see what it says is limiting you. Not always right but if it consistantly states [RAM] or something it narrows the field.
I have HWMonitor and ran it while playing PS2. Cores are maxing out at around 90% which is odd and getting up around 50 degrees Celsius. I'm not really running anything in the background besides Teamspeak - and I'm even using Gamebooster as ridiculous as that sounds, to try to get all I can get.
My PSU is good for 600 watts, no smell or burning.
GPU is only being utilized by 21%... hm.
And this is after I've thought I've done a complete driver wipe last night - I installed some software called DDU (Display Driver Uninstaller) by Guru3D and went through it's paces, rebooted, and reinstalled by graphics drivers.
When I upgraded I did not do a fresh install - this is perhaps the last thing I've yet tried because I've been wanting to avoid reformatting.
I've got one monitor plugged into the mobu, and one in the video card (dual monitor setup). Each only has one slot for the kind of cable I'm using (DVI). Could this really be the issue?
Yeah I've done the ticker thing. Shows me the bad frames (15 - 20 FPS) and [CPU] in blue.
