[SOLVED] Intel I7 6700k - Bad FPS
At a loss for words here. Running a 6700k and an nVidia 1070 - getting 10 - 20 FPS in medium to large battles. I've tried all sorts of settings, tweaked my .ini file, unparked cores, etc. All the ♥♥♥♥ you could possible Google, I've tried it - and nothing has worked.

What blows my mind is a friend of mine just upgraded his machine and is running the 6700k per my recommendation, and is getting a solid 60 FPS, regardless.

Looking for any advice or help I can get at this point since any problem-solving I've already done has been to no avail.

UPDATE: Welp, just did a fresh install of Windows which of course wiped everything, but whaddya know - it works. Getting consistant 60 FPS now in huge battles.

I'm assuming it was some kind of driver conflict, but had no real way of seeing it.

Sad that it had to go that far to fix a simple issue, but I thank you all for your help.

Ideas:
Disable Intel Speedstep in UEFI
Ensure CPU multiplier is set to a minimum of 40 in UEFI

Full system specs, mobo, memory? What OS? Etc...

Processor: Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz
RAM: 16 GB
Video Card: NVIDIA GeForce GTX 1070
MOBU: ASUS H170 Pro Gaming
OS: Microsoft Windows 10 (build 10586), 64-bit

I'll try turning speed step off and report back. CPU multipliers are set to 40 (with the exception of core 1 being set to 42).

Edit: Didn't really get any improvement outta that.

Make sure your cores aren't parked due to the energy saving feature of windows.

My cores are unparked as I mentioned in the 1st post. My power management is set to performance.
Have you checked to make sure your 1070 is the active GPU?

^this. Make sure you are not using your integrated gpu. Also, have you upgraded any of your Hardware lately? You need to complitely wipe old drivers before installing New Hardware/drivers

What confuses me even further is that I'm running with an AMD FX 8370 at 4.62Ghz (6700k is considerably stronger) with a GTX 980Ti (roughly equal in performance abeit a little bit faster than the 1070) and I'm getting better frames than you with 50-60 fps most of the time. My only conclusion is that performance wildly varies even among high end systems on PS2.

Did u disable the power saving feature in your bios? Usually this is an issue for new pcs, adjusting the windows power management do ♥♥♥♥♥♥♥♥.

I disabled my onboard graphics. Pretty damn sure the Nvidia card is the only choice my computer has.

^this. Make sure you are not using your integrated gpu. Also, have you upgraded any of your Hardware lately? You need to complitely wipe old drivers before installing New Hardware/drivers

I've thought I wiped my old drivers - question is, I don't really know for SURE that all the old drivers are gone. Any good way of checking? Basically what I upgraded was a new processor, new mobu, went to 16 gigs of RAM, and then the new nvidia card.
It ain't the CPU unless it's faulty could be the motherboard but should be present in other games running similar in directx, It's most likely the GPU not working correctly or drivers are special or you got a dataminer virus installing a hack/crack for something and it's usurping the power from
CUDA cheese.

I run with that CPU on Max using R9 390X 8gb 32gb of g.skill something something.

Also check your power settings make sure your not on power saver sometimes things glitch out on 3D and run like crap.

Can also run PS2 on Max using a FX8350 R9 280x.

First thing I would do is run HWiNFO64, sensors only, while playing planetside 2. Run it, leave it open while gaming and check your results after.

You shouldn't be maxing anything while playing planetside 2 with your components. As an example I'm using a FX 8300 @ 4.4ghz and a GTX 960 2gb. My cpu maxes out at 75% utilization and my gpu maxes out at 100% with D3D.

Check to see that the ram and video card are fully seated in thier slots.

Is the thermal coumpond applied properly and is the heatsink making even contact with the cpu?

I just plugged your listed components into the system builder at pcpartspicker and it says they require 352 watts. Which is nothing but is your power supply old or does it smell like burning plastic while it use.

Did you reformatt your harddrive and do a clean install of your OS after you replaced your motherboard?

Does your computer case have adequate ventilation?

These are the things I would check. If everything checks out and your system plays other games well I don't know what the problem could be. Best of luck, sucks to spend the $ and not have the performance.

I know you said integrated graphics is off but just to clarify the monitor in question is plugged into the 1070 directly not the motherboard correct? Don't take it the wrong way but as an Intel Lanfest employee I see that A LOT at events even among "Pro" gamers...

Temps are also important to check to avoid throttling as rookie stated but you'd notice that in other applications too so I'm assuming thats not the case.

DUMB IDEA: While in PS2 check the "Alt+F" ticker at the bottom and see what it says is limiting you. Not always right but if it consistantly states [RAM] or something it narrows the field.

I have HWMonitor and ran it while playing PS2. Cores are maxing out at around 90% which is odd and getting up around 50 degrees Celsius. I'm not really running anything in the background besides Teamspeak - and I'm even using Gamebooster as ridiculous as that sounds, to try to get all I can get.

My PSU is good for 600 watts, no smell or burning.

GPU is only being utilized by 21%... hm.

And this is after I've thought I've done a complete driver wipe last night - I installed some software called DDU (Display Driver Uninstaller) by Guru3D and went through it's paces, rebooted, and reinstalled by graphics drivers.

When I upgraded I did not do a fresh install - this is perhaps the last thing I've yet tried because I've been wanting to avoid reformatting.

I've got one monitor plugged into the mobu, and one in the video card (dual monitor setup). Each only has one slot for the kind of cable I'm using (DVI). Could this really be the issue?

Yeah I've done the ticker thing. Shows me the bad frames (15 - 20 FPS) and [CPU] in blue.
Random fact. I have an i7 6500k, and of you type 6500k just like that, as one word. Planetside 2 will censor it. In fact it's considered such a bad word that even if you have the profanity filter off, it will still censor it.
