This is to prevent players from sticking to a singular aspect of the game, and leading to it being over-used, killing the flavor and diversity of the game. Yes, it is sometimes tedious to change your entire gameplay-strategy, but would a game where everyone uses the same equipment be fun? No, it would just be a game of luck and randomness...
in the end though? its to prevent the infinite variable which in a card game is comperable to an unbalanced aspect within the system. this is why C4 got a detonate delay as well. stealth delay on the crotch rocket prevents people abusing lag by unstealthing, shooting and stealthing again immediately and basically not being seen the entire time.
so, either nut up and adjust your tactics, or cry more about nothing important.
They could also do a mixture where the amount of cloak lost is dependent on how you were uncloaked. For eg instaneous cloak decloak would take a high percentage, but every second after the decloaking would drop it off to eventually zero
Sounds like a good idea (despite the fact I still likely wouldn't notice it).
or learn to drop mines here and there ;)
